From 1 April 2027, NHS England will introduce updated and proportionate Carbon Reduction Plan (CRP) requirements for suppliers. For the higher-value 2027 NHS CRP tier, suppliers will need to report their relevant Scope 1, Scope 2 and Scope 3 greenhouse gas emissions, publish their Carbon Reduction Plan, and demonstrate their commitment to achieving net zero by 2050 or earlier.

What Is Changing for NHS Suppliers?

The 2027 NHS Carbon Reduction Plan requirements build on the existing supplier requirements and expand the scope of emissions reporting. The 2027 NHS CRP must include the supplier’s baseline and current emissions for Scope 1, Scope 2 and all relevant Scope 3 emissions, following the GHG Protocol.

The requirements also include a published Carbon Reduction Plan, a net zero commitment, environmental management measures, and appropriate approval by the company’s board or directors.

Why Scope 3 Emissions Can Be Challenging

For many organisations, Scope 3 carbon emissions can be more difficult to quantify because they are associated with activities across the wider value chain. These can include purchased goods and services, transportation, waste, business travel, employee commuting, and other relevant upstream and downstream activities.

The NHS guidance recognises that suppliers may not initially have complete data across their supply chains. Estimation methods can be used where appropriate, while suppliers should continue improving the quality of their emissions data over time.
